ACCA ENJOYS STRONG PERFORMANCE AND IS DETERMINED TO BUILD ON SUCCESSFUL YEAR

An increase of almost five per cent in member numbers has resulted in ACCA (the Association of Chartered Certified Accountants) achieving nearly 170,000 members in the past year. At the same time, the global body for professional accountants recorded 436,000 students, of which 384,000 - an increase of over 12,000 on the previous year - were studying for the ACCA Qualification in for 2013-14.

ACCA's rate of growth among members at 4.7% is the highest of any of the international accounting bodies, comprising 10,377 new members and a 98.4% retention rate among existing members.

Fundamental to achieving growth is ACCA's professional standing. ACCA asked employers for their overall perceptions – with 95% saying that ACCA was a respected brand and 89% saying that ACCA was a world class organisation. ACCA was seen as being the global leader among international accounting bodies by over 50% of those surveyed. The next highest ranked body was mentioned by only 17% of those surveyed.

Learning providers were also asked about their views – with 90% saying ACCA is a world class organisation and 85% agreeing that ACCA is a great career choice for young people.

ACCA Chief Executive Helen Brand OBE said: "The opinions of employers and learning providers are critical to us, since they provide career and learning opportunities to all our members and students. We are delighted that their feedback continues to show overwhelming endorsement and support and we will continue to work closely with employers to ensure that ACCA continues to meet their needs".

GRANT THORNTON VIETNAM PRIVATE EQUITY REPORT QUARTER 2, 2014: INVESTMENT SENTIMENT AND OUTLOOK

This report is the 11th bi-annual report that Grant Thornton Vietnam has released looking at investment sentiment and outlook for the Private Equity sector in Vietnam. The results in this report are based upon survey responses provided by decision makers working in the Private Equity space. Respondents are located both in and outside Vietnam and are involved in Vietnam's Private Equity sector. In this study we have again sought to understand the current sentiments of investors in Vietnam towards the economy generally, their industry preferences and the impediments to investment. This survey was undertaken in May 2014.

INTERCONTINENTAL NHA TRANG TAKES INITIATIVE TO “SAVE OUR MARINE LIFE”

InterContinental Nha Trang has launched an innovative CSR (Corporate Social Responsibility) campaign "Save Our Marine Life", and this is one in a series of environmental activities that the hotel has planned for the year. The aim of the campaign is to protect the city environment as well as the preservation of natural sites in Nha Trang, where the hotel located. According to that, hotel colleagues volunteer to snorkel and collect trash in the sea around Hon Mun island, a prime diving and snorkeling site in Nha Trang Bay. Due to its proximity to hot-sea currents, the sea bed is home to an abundant and diverse group of marine species. The campaign has received a great support from the local diving center, Rain Bow Divers, to sponsor all snorkeling equipment.

INVESTORS EXPECT AUDITORS TO READ THE WHOLE OF THE ANNUAL REPORT

ACCA responds to a proposed auditing standard that investors should welcome.

ACCA (the Association of Chartered Certified Accountants)
says that proposals to revise International Standard on Auditing (ISA) 720 are an appropriate response to investor calls for auditors to deliver more informative reporting.

ACCA welcomed the proposals in its response to proposed ISA 720 (Revised) The Auditor's Responsibilities Relating to Other Information. The ACCA Global Forum for Audit and Assurance debated the proposals and the views of its members, who are based in major capital markets around the world, were encapsulated in the ACCA response.

David York, ACCA head of auditing practice, said: "The glossy annual report of a large listed company now typically contains far more information than is in the financial statements. The 'front end' has doubled in size over the last two decades and investors want auditors to report on it; to deliver transparency and value from their financial statement audit.

"But it is not a matter of extending the scope of the audit to cover information such as a company's strategic report. The cost of that would be prohibitive. Instead the proposals call for explicit reporting based on auditors reading and considering this 'other information'; which is something they do as a matter of course under existing requirements of professional ethics."

David York continued: "The standard setter, the International Auditing and Assurance Standards Board's (IAASB) has found it very difficult to put together a standard that supports such reporting but does not mislead investors about the level of assurance over 'other information.

"There was a first exposure draft in 2012 and while the current exposure draft has eliminated many of the problems identified then by ACCA, there are still complex technical issues to be overcome. Our response not only identifies these issues but proposes practical solutions."

ORGANISATIONS URGED TO REWARD THOSE WHO QUESTION CORPORATE CULTURE

Report commissioned by ACCA and IMA says boards and Chief Executives must set tone from the top

Corporate cultures that prevent employees from raising questions about perceived risks and threats to an organisation can only be changed if board members lead by example and become more sceptical and challenging, a report commissioned by ACCA (the Association of Chartered Certified Accountants) and IMA (the Institute of Management Accountants) has concluded.

The report A Risk Challenge Culture by Paul L. Walker, William G. Shenkir and Thomas L. Barton looks at the need for organisations to develop and implement effective risk oversight in the wake of the 2008 financial crisis, which exposed serious weaknesses in risk management.

The report says "Even some organisations that claim to have a robust risk governance structure have one in name only; the directors are not as actively engaged in risk oversight as they need to be. They oftentimes lack adequate training in risk issues and may receive unduly optimistic risk reporting. In the wake of a risk debacle, a typical question is, "Where was the board while this was happening?"'

It calls for the development of a risk challenge culture which encourages, requires, and rewards inquiries that challenge existing conditions.

The report says: "When a subordinate is afraid to ask senior management about perceived risks, that is not a challenge culture. When a board member is satisfied with the CEO's facile answer to a serious risk issue, that is not a challenge culture. When board members "rubber stamp" management's critical actions without serious debate, they have not enhanced a challenge culture."

Drawing on discussions from the ACCA / IMA Accountants for Business Global Forum and insights from ACCA / IMA roundtables held in Dubai, London, and New York, the report acknowledges that it is very difficult for a board member or manager to question critically policies or decisions when their organisation is earning outsized profits or enjoying unprecedented growth- and where there are bonuses at stake.

Ewan Willars, Director of Policy at ACCA, said: "It is critical that the board and executive set the tone for the rest of the organisation, which includes encouraging and rewarding those who raise concerns about behaviour and priorities- rather than those who take unnecessary risks or who act only in the short term interests of the organisation.
"All too often decision makers talk about wishing they had the benefit of hindsight - but scepticism and a culture in which people are actively encouraged and rewarded for challenging decisions can be highly effective in ensuring that organisations take the right course, and must be actively promoted."

According to Raef Lawson, Ph.D., CMA, CPA, IMA vice president of research and policy, "Organisations should develop a 'risk challenge culture,' which provides employees with the opportunity to defy existing conditions. However, the report shows this culture is impossible to achieve if employees are not encouraged, required and rewarded by management when challenging a negative corporate culture."

The authors of the report suggest there should be a different sort of culture surrounding risk management - one in which dissent and a questioning mindset are welcomed, expected and rewarded.

They identify nine key areas critical to the design and implementation of a risk challenge culture:
• Board members and the C-suite must approach their risk oversight responsibilities with a "questioning mind" and make "critical assessments" of the effectiveness of an organisation's risk management process.
• The board, if it is to avoid being a risk itself, should reflect diversity in skills and experiences, and be knowledgeable about Enterprise Risk Management (ERM).
• The board and committees, the C-suite and risk-owning operating management are responsible for leading and sustaining a viable risk challenge culture. The board and CEO sets the tone from the top regarding the openness expected in risk discussions.
• The board must receive key risk information on a timely basis.
• It is essential to recognize that cognitive biases in decision making – where people think differently about issues – exist. They should be recorded with mechanisms put in place to minimize their impact.
• People need to be aware of the signs that a risk culture is lacking and in need of remediation. These include: weak risk leadership, poor risk transparency, and rewarding inappropriate risk-taking.
• It is critical that organisations begin the process of establishing formal risk appetites and risk tolerances, communicating them to all levels, and updating when necessary
• Setting strategy without performing a thorough risk analysis has often led to massive value destruction. It is the board's responsibility to ensure that this linkage is strong and evaluated often.
• As recent history has shown, faulty, unbalanced incentive plans can lead to misguided, excessive or even ruinous risk-taking. Incentives should be carefully constructed to induce behaviors appropriately aligned with strategy and risk appetite/tolerance.

Decree 75/2014/ND-CP ("Decree 75") on the recruitment and management of Vietnamese employees working for foreign organisations and individuals in Vietnam was issued on 28 July to replace Decree 85/1998/ND-CP dated 20 October 1998 ("Decree 85") (as amended by Decree 46/1999/ND-CP dated 1 July 1999 and Decree 75/2001/ND-CP dated 19 October 2001).

This new Decree is one of the many regulations spawned by the enactment of the new Labour Code.

The Foreign Contractor Tax ("FCT") is the principal mechanism by which Vietnam taxes foreign companies carrying out activities here, or otherwise deriving income. It is withheld from payments made to such foreign companies by their Vietnamese customers and contracting parties. As such it is a very important tax for foreign companies doing business here, their Vietnamese counterparts and the State.

The Ministry of Finance has just issued the new FCT Circular 103/2014/TTBTC, replacing the previous FCT Circular 60/2012. Circular 103 will be effective from 1 October 2014.

The 14th BBGV Annual Fun Run for Charity is coming this September!

Since 2000, over 55,000 people have taken part. We know that you have many "FUN RUN" photos and would like to share with us ... Here is your chance as BBGV is hosting a Photo Contest called "YOUR BEST FUN RUN MOMENTS". So don't be shy; submit your best Fun Run photo and you will stand a chance of winning a prize.

Here are the details:
Anyone who has ever joined our Fun Run as runners, walkers or photographers can submit their one (01) photo. Please send us your photo (ideally the original photo, minimum 1MB, maximum 5MB) with the caption to communications@bbgv.org, we will help you to share it on our Facebook page.

The most - liked facebook photo - will become the winner. Get your friends to like it so you can have a better chance of winning.

Submission and Voting date: 28 August to 19 September 2014.

Prizes for the Winner:
- 1 Accommodation voucher at SALINDA Phu Quoc Spa & Resort
- 10 Complementary tickets to join our BBGV Annual Fun Run 2014 on Sunday 28 September 2014 with your name on your bib.

About BBGV Annual Fun Run for Charity
Fun Run is a fun event and a great team building opportunity, which raises money for needy people in Vietnam. The BBGV 13th Annual Fun Run for Charity took place on Sunday 29 September 2013 launched 'GREAT WEEK' in Vietnam to celebrate 40 years of diplomatic relations between Vietnam and the UK. The Fun Run raised almost 750 million VND with 8,500 runners. Since the first Fun Run in 2000 the BBGV has raised 7 billion VND to benefit charities in Vietnam with 55,000 people taking part.
