OKTOBERFEST HCMC AND HANOI 2014: TICKET SALES ANNOUNCEMENT

Under the patronage of the German Embassy in Hanoi and the German Consulate General in Ho Chi Minh City, the German Business Association (GBA) with its more than 160 German member corporations co-hosts and celebrates Germany's largest cultural event in the two cities of Ho Chi Minh City and Hanoi this coming October.
More than 15,000 visitors are expected to participate in Ho Chi Minh City and 2,500 visitors in Hanoi, which makes the Oktoberfests in Hanoi and Ho Chi Minh City of the German Business Association (GBA) not only the largest German cultural events in Vietnam, but also across South East Asia. BRITISH UNIVERSITY VIETNAM HELD GRADUATION CEREMONY FOR 2014 GRADUANDS COHORT.

On 30th September 2014 in Hanoi, British University Vietnam (BUV) organised its Graduation Ceremony for the second cohorts of new graduates in Bachelor of International Business Management and Banking and Finance. In 2 consecutive years, British University Vietnam has achieved a 100% graduation rate with 35% graduating with First-Class Honours. This ceremony also celebrates and honours the first groups of graduates who have completed studying Bachelor in Banking and Finance awarded by University of London International programme at BUV.

The ceremony was attended by representatives from the British Embassy in Vietnam; representatives of the Vietnamese Ministry of Education and Training ; Sir Graeme Davies – President of British University Vietnam, Professor Emeritus of University of London, and Paul Byrne, Associate Dean of Partnership, Faculty of Business, Education and Law of Staffordshire University. The event will also be attended by distinguished guests from both the British and Vietnamese governments. Guests also include representatives of foreign-invested organisations and companies of the British Business Group Vietnam (BBGV), media organisations and long-term strategic partners of the British University Vietnam's student activities, other guests, parents and students.

This group of 22 students started their degree journey in 2011, 18 studying for International Business Management degree from Staffordshire University (UK) and 4 studying for Banking Finance degree, awarded by University of London.

In 2014, British University Vietnam received formal approval as a Registered Centre by the University of London International Programmes, recognised for its commitment and quality of teaching to University of London Banking and Finance students in Vietnam. BUV is one of only 70 centres worldwide including London that has been awarded this status.

Established in 2009, BUV has been highlighted as a UK - Vietnam success story in higher education by the British Embassy in Hanoi. BUV students are being offered the identical curriculum and awarded same degree as students studying in the UK. The business programmes are taught by 100% international lecturers giving students a well-rounded education in a dynamic learning environment, which aims to give them the skills and knowledge that will meet the demand of the labour market both here in Vietnam and globally.

Mr. Chris Jeffery – Dean of BUV speaks on this occasion: "British degrees taught here in Vietnam by international faculty enables us to deliver world class education while maintaining the link with family. Decree 91/2014/ND-CP dated 1 October 2014 (Decree 91) amending, supplementing a number of tax articles in light of Resolution 63/NQ-CP dated 25 August 2014
Decree 91 elaborates the approved solutions under Resolution 63 by amending and supplementing a number of articles of the relevant tax Decrees including: Decree 218/2013/ND-CP on Corporate Income Tax (CIT), Decree 209/2013/ND-CP on Value Added Tax (VAT), Decree 65/2013/ND-CP on Personal Income Tax (PIT) and Decree 83/2013/ND-CP on tax administration. Decree 91 shall come into effect since 15 November 2014.

Official Letter No. 3819/TCT-CS dated 6 September 2014 (OL 3819) and Official Letter No. 3997/TCT-DNL dated 16 September 2014 (OL 3997) on cashless payment requirement to overseas business trip expenses and payment of airfares for business trip purpose settled by individual's credit card
Pursuant to OL 3819 and OL 3997, in case overseas business trip expenses and payment of airfares for business trip purpose from VND20 million are settled by individual's credit card, such payment is still accepted as cashless payment and those expenses shall qualify for CIT deduction purpose provided that the condition on documentation is met.

Official Letter No. 5732/CT-TTHT dated 21 July 2014 (OL 5732) on payment of health insurance and accidental insurance for employees
Pursuant to OL 5732, payment of health non compulsory insurance and accidental insurance for employees of which the entitlement condition and level are clearly stipulated in the policy are deductible expenses capped at VND1 million/ person/month if enterprises have fully contributed compulsory insurance for employees.

Official Letter No. 3846/TCT-CS dated 8 September 2014 (OL 3846) on taxable revenue in case of goods delivery under DDU term
The OL 3846 confirms that the 1% CIT rate shall be applied on total value of contract, regardless of value separation between transportation fee and value of imported goods, in case goods are imported into Vietnam under DDU delivery terms.

Etihad Airways today unveiled Etihad Airways Partners, a new brand which brings together likeminded airlines to offer customers more choice through improved networks and schedules and enhanced frequent flyer benefits.

PWC VIETNAM NEWSBRIEF: A&P CAP TO BE ABOLISHED

The Standing Committee of the National Assembly has approved in principle the proposal to remove the cap on the deductibility of Advertising and Promotion (A&P) expenses for Corporate income tax (CIT) purposes.

Regular readers may recall the recent issuance of Resolution 63 by the Government which included a proposal to limit the application of the A&P cap to advertising expenses only. Since issuing Resolution 63 there has been continued debate and discussion, including the proposal to abolish the cap completely. This latter proposal has been approved in principle by the Standing Committee. The National Assembly will meet in the next few weeks to make a final decision.

Resolution 63 contained a number of other tax matters that require the approval of the National Assembly. The Standing Committee has considered and approved most of the proposals which will now also be presented to the National Assembly for a final decision.

The changes, if approved by the National Assembly, are expected to apply from 1 January 2015.

BC contemporary dance A5

UK Dance productions inspired by Haruki Murakami's novel to charm Vietnamese audiences


Without Stars and There We Have Been, two dance productions which were inspired by Haruki Murakami's novel Norwegian Wood, will be performed in Vietnam on 22, 25 and 26 October. Organised by the British Council Vietnam, this is part of the East Asia tour of the acclaimed James Cousins dance company.

James Cousins and his dancers will hit the Youth Theatre in Hanoi in a one-night-only show on 22 October; they will then bring their productions to IDECAF stage on 25 and 26. Tickets are now on sale (details as below and available at: http://bit.ly/1oJvKDN).

A graduate of London Contemporary Dance School, James Cousins founded the dance company in 2012 with creative producer Francesca Moseley to explore new ideas with his team of collaborators and to tour his critically acclaimed productions throughout the UK and internationally. Also in 2012, James Cousins won the inaugural Matthew Bourne's New Adventures Choreography Award. James Cousins has recognised by Time Out magazine as one of the future faces of dance.

Apart from staged performances, James Cousins and his dancers will deliver a dance workshop with choreographers and dancer students at the Vietnam's Military University of Culture and Arts on 23 October.

Without Stars and There We Have Been are two touching and emotionally charged pieces of work with intense folding, wrapping and balancing. They were created based on the inspiration from the troubled relationships beautifully portrayed in the novel Norwegian Wood by Haruki Murakami. Below is how There We Have Been was beautifully reviewed by Laura Dodge for Londondance.com.

"In low lighting, dancer the female dancer was held constantly off the floor by her male partner. She was supported through all manner of poses from high leg extensions to seated embraces and wrapping her body around her companion.

"Always progressing fluidly but with varying speed of movement, the couple's relationship was open to infinite viewer interpretations, but the female's dependence on the male was unrelenting. The piece reached a haunting end as the female fragile figure hovered in the air, gesturing towards her partner and he walked away, finally free.

"It was simply one of the most stunning contemporary dance pieces I have ever seen. So mesmerising, its 20-minute length passed by in what seemed like seconds."

Cherry Gough, Country Director, British Council Vietnam said: 'We're delighted to be bringing the best of British contemporary dance to Vietnamese audiences. James Cousins is a graduate of the London School of Contemporary Dance, and is widely considered to be one of the brightest new stars of contemporary dance in the UK. FINANCIAL EDUCATION FOR ENTREPRENEURS: HOW TO GET IT RIGHT?

Financial education needs a coordinated and integrated approach and to be taught as early as possible. More and better synergies among all players in the financial environment- but not only- are needed, but it is also important to shift mentalities and develop a real entrepreneurial culture in Europe, were the main conclusions of a roundtable recently organised by ACCA and Barclays under the patronage of Othmar Karas, MEP

Financial education and broader enterprise skills play a crucial part in driving a culture of entrepreneurship across Europe, and are an integral part of the EU Growth and Jobs agenda. The 2013 EC Entrepreneurship 2020 Action Plan stresses that investing in entrepreneurship education is one of the highest return investments Europe can make, and the Italian Presidency priorities entail a clear focus on the inter-relation¬ship among education, employment and entrepreneurship education.

Recognising the importance entrepreneurs make to the growth of the European economy, ACCA (The Association of Chartered Certified Accountants) and Barclays recently organised a panel debate in Brussels, moderated by Frances Robinson from the Wall Street Journal, to discuss how to deliver more efficient financial and entrepreneurial education and to identify alternative approaches of providing the right skills and services to entrepreneurs.

The debate revealed that entrepreneurs, who often lack the financial literacy skills required for the complex business decisions they face, need to better understand their financing needs and options, and to be aware of the support and services available to them. The contribution of every player in the financial ecosystem - including European, local, and financial institutions, as well as accountants- to help reach that aim is crucial. Financial education needs a coordinated approach and to be taught as early as possible. It is important to integrate entrepreneurship throughout the whole formal education cycle, but also through training opportunities and mentoring. In addition, besides a suitable regulatory environment, a shift of mentalities is urgently needed to develop a real entrepreneurial culture in Europe.

Othmar Karas, MEP opened the debate, stressing that "Entrepreneurial spirit and basic economic knowledge needs to be already instilled in children and students. The earlier they learn about debt, savings and credit, the less likely they are to struggle in the future and the more likely they will become active and productive participants of the economy".

Manos Schizas, head of SMEs Affairs at ACCA said "The evidence on the effectiveness of financial literacy interventions is clear: success is elusive. What appears to work is private-sector-led, highly relevant content, crystallised into practical rules-of-thumb and administered regularly at "teachable moments". ACCA believes that the act of business planning is the ultimate "teachable moment" for entrepreneurs, and that good financial education built around business planning can help SMEs without over-emphasising access to debt or other financial products. As the most trusted financial advisors of Europe's SMEs, accountants are de facto financial educators, and the profession embraces this responsibility."

Richard Phelps, Managing Director at Barclays, pointed out that "there is a big difference between educating entrepreneurs to make them financially literate versus "teaching" entrepreneurialism, which is in your DNA and in your environment. At Barclays, we are thinking a lot about how we can best support entrepreneurs." Richard emphasised that "there is also a cultural component: our research shows that in developing economies, there is a far greater tolerance of failure than in developed economies. And in some locations, as is the case in Silicon Valley, failure can sometimes been seen as a badge of honour. This isn't the case in Europe. About 50% of all new businesses fail during their first five years, and to help entrepreneurs through this phase, banks can play their part in creating an ecosystem of support which goes beyond simple lending, such as providing a network of alternative investments like angels or venture capital."

Othmar Karas, MEP concluded: "Jonathan Hill, Commissioner designate for Financial Stability, Financial Services and Capital Markets Union, mentioned as his main priorities Banking Union, Capital Markets Union, and access to finance for SMEs. The latter point is also one of the main priorities of the new European Parliament. But the issue is not only about access to finance. We need to focus on financial literacy of the society as a whole, not just on the relationship between banks and their clients. We need a broader understanding of our economic world and the global situation. Regulating is seen as easy answer, but it is not necessarily the right one, and the problems of financial education can for instance not be solved with more regulation. Sometimes the problems lie outside European legislation, and are linked to other factors, like different taxation regimes. We must continue this debate. The Parliament and the Commission are very open to all the examples and experiences from outside and look forward to hearing from your input".

In this Newsflash, Grant Thornton Vietnam would like to update some changes in procedures regarding the initial registration and registration for changes applicable to enterprises' foreign loans, which are not guaranteed by the Government under Circular No. 25/2014/TT-NHNN dated 15 September 2014 by the State Bank of Vietnam ("SBV").

Circular No. 25/2014/TT-NHNN takes effect from 1 November 2014.

This Newsflash will update you about:
(1) Borrowers subject to the scope of application of this Circular

(2) Foreign loans subject to registration requirements with the SBV

(3) Deadline for initial registration and registration for changes in foreign loans with the SBV

(4) Application dossier for registering the foreign loans with the SBV

(5) Periodic compliance reporting to the SBV
(6) Cases where the Borrower commits administrative violation in the areas of foreign currency controls, foreign loan and repayment management.
