ANZ BOTTOM LINE
The central bank continued to ease monetary conditions by cutting its policy refinancing rate and various deposit rates to spur credit growth. We view the rate reduction as providing limited support to credit growth. The structural problem of high nonperforming loans continues to limit domestic demand keeping credit growth soft.
- The State Bank of Vietnam (SBV) cut its policy refinancing rate by 50bps to 6.50% effective from 18 March. The central bank has eased the policy rate for a cumulative 850bps since early 2012 to spur credit growth. The government's credit growth target is 12-14% in 2014.

- The SBV also reduced the cap on deposit rates. Individual deposit accounts in USD were cut 25bps to 1.00%, while the corporate USD deposit rate was held at 0.25% per annum across all tenors. The last time the SBV cut deposit rates was in June 2013. The maximum rate on VND deposits for individuals also declined 100bps to 6.00%. Since the Tet holidays, VND liquidity has remained ample, pushing overnight interbank rates down to less than 2.00% from an average of 4.60% in January. This has prompted the central bank to issue short term notes to drain excess liquidity, leading to a significant reduction in SBV note yields. As of time of publication, the interbank cash rate was around 1.20-1.50%. We maintain our view that the cuts in USD and VND deposit rates are in line with the government's anti-dollarisation policy.

- The reduction in the maximum rate for deposits came after local banks initiated a series of deposit rate cuts at the start of the year. Although the central bank has issued some guidance on decreasing lending rates, loan rates have remained generally steady since November 2013.

- We expect this weekend's decision to cut deposit rates to provide little benefit for credit growth. High non-performing loans continue to plague banks' balance sheets with various estimates ranging from the official number of 3.79% to Moody's estimate of 15%. In our view, the delay of at least 6 months in debt classification according to Circular No.2 is negative to the banking sector and will likely mask the level of risk of bad debts in the sector.

- The continued decline in deposit rates will likely support the rally in the local stock market. In our update earlier this month, we took note of the increase in local participation in the stock market as local money sought higher yields. Following news of rate cuts, the HCM Index breached the 600 level for the first time since late 2009. The stock market has gained almost 20% ytd.

Introducing our new Hanoi Clinic and Operations Manager - Alison Cannon RN.

Alison joined the Clinic in Mid February and brings considerable experience to Hanoi. Alison started her career at International SOS in 2008 as a coordinating Nurse in the London Assistance Centre. This work involved the logistical and medical assistance of members and patients around the world, facilitating evacuations and repatriations. During her time in London, Alison also worked as a flight nurse.

In 2011 Alison was appointed to the position of Tianjin and TEDA Clinic Manager, China where she played a key role in the clinics' development as well as overseeing the ISO Quality Management System Certification. While in China Alison played an active role involving the clinic doctors with many community and charitable activities. A major fund raising event helped to provide free mammograms for rural disadvantaged women seeking medical treatment. Alison looks to involving the Hanoi Clinic and its Medical team in many community events in the coming months.

Alison holds a Bachelor of Nursing from the University of Liverpool, a diploma of Tropical Nursing from The London School of Hygiene and Tropical Medicine, a Post Graduate Qualification in Tissue Viability (wound care) and is ACLS certified (Advanced Cardiovascular Life Support).

We want to let you know about some imminent changes to where to apply for visas for the UK. From 31 March, all applications for UK visas should be made at our new Visa Applications Centre at the Vinafor Building, 11th Floor, 127 Lo Duc Street, Hai Ba Trung District. This Visa Application Centre, which is run by our commercial partner, VFS Global, will operate extended opening hours from 08:30 to 16:00. Submissions are by appointment only and document collection between 13:00 and 16:00. The British Embassy in Hanoi will no longer accept visa applications.

There will be no change to the visa rules and visa applications will continue to be sent to our visa hub in Bangkok to be assessed by UK Visa & Immigration staff. There will also be no change to processing times.

In Ho Chi Minh City, the UK visa service, which is currently operated by VFS Global, will move to the 2nd Floor of the RESCO Building. The fee to use this service in Ho Chi Minh City will increase to £59 ($USD100), in line with the set global fee for user pays visa application centres around the world.

We will continue to operate our successful 3-5 day priority visa service and from March 31 we will expand the service further to include all business visitors and PBS Tier 4 Students.

New global contact centre for visa enquiries

From April 1, customers in Vietnam will also have access to a new global contact centre for visa enquiries. This will be operated by Hinduja Global Services from their contact centres in the United Kingdom and be available during Vietnamese working hours. This will replace the current limited enquiry service and offer a range of enquiry options including a free recorded service, a premium call service for those who wish to speak with a customer service officer, a web-chat service and a free email enquiry service.

HIGHLIGHTS
- After a volatile second half of 2013, trigged by a record current account deficit, Indonesia‟s financial markets have been relatively stable so far this year. The current account deficit shrank to 2% of GDP in the final quarter of last year.

-  The EU and Burma have launched negotiations on an investment protection agreement.
-  Vietnam has increased the equity cap on foreign investment in the banking sector from 15% to 20%.
